in november 2005, huizar ran against nick pacheco seat on los angeles city council vacated antonio villaraigosa , won. reelected full four-year term in 2007 , again in 2011. on march 3, 2015, defeated former supervisor gloria molina, along 3 other candidates, re-elected los angeles city council historic 4th time. josé huizar s victory on gloria molina 42-point margin first defeat in political career. first mexican immigrant elected l.a. city council.

huizar chaired los angeles city council’s energy & environment committee in 2012 , 2013. under leadership, committee pushed forward single-use plastic bag ban , worked expand recycling efforts in commercial , apartment buildings. huizar oversaw 2 of largest solar projects in country, advocated coal-free los angeles 2025, , ensured council adopted $120 million annual budget energy conservation. in 2013, huizar received los angeles league of conservation voters environmental champion award , sierra club’s political leadership award. has worked preserve open space , improve parks, in park-poor areas of city of los angeles.
complete streets
huizar has advocated complete streets model of city planning, streets safe pedestrians, bicyclists, motorists, , public transportation users. in 2012, huizar , then-councilmember jan perry wrote city council motion created parklet program city of los angeles. according motion, parklets encourage “pedestrian , ground-floor activity [and provide] much-needed open space.” in 2013, city’s first parklets installed in highland park, el sereno, , downtown los angeles. huizar has worked grow bike infrastructure in city of los angeles, including green bike lane downtown. los angeles county bicycle coalition recognized huizar in late 2013 complete streets efforts , forging compromise ensure downtown’s spring streets bicycle lanes remained in place. in 2010 , 2011, huizar worked install city s first bike corral on york boulevard in highland park.
transportation
in 2009, huizar appointed los angeles county metropolitan transportation authority board of directors. while on board, pushed extended metro hours, increased funding pedestrian , bicycle projects, , greater attention civil rights in transportation planning. served on board until 2013.
bringing broadway
in 2008, huizar created bringing broadway initiative, ten-year plan revitalize historic broadway theater district in downtown los angeles. plan includes reactivating historic theaters, more 1 million square feet of vacant commercial space. part of plan, huizar has led campaign bring historic downtown los angeles streetcar.
support of arts
in august 2013, huizar-authored mural ordinance passed city council, ending 11-year ban on murals on private property. in october 2013, huizar commissioned 9 murals painted on utility boxes on first street in boyle heights.
historical preservation
in 2011, huizar authored motion extend mills act, incentivizes historic preservation offering lower property taxes restoring historic structures. in 2010, huizar helped expand highland park historic preservation overlay zone. historic preservation key aspect of bringing broadway initiative.
