the idea memorial lancastrian union soldiers killed during american civil war conceived after end of hostilities in 1865. funding memorial championed women s civic organization called patriot daughters of lancaster , leader, rosina hubley. patriot daughters of lancaster held ladies fundraising fair sale in december 1867 @ nearby fulton hall, called fulton opera house, finance construction of proposed monument. event raised approximately us$3,500 ultimate goal of $20,000. remaining funds monument s construction raised through either military taxes , funds released lancaster county treasury or through private donations. total cost of soldiers , sailors monument believed $26,000 @ time.

centre square, present-day penn square called @ time, chosen site of new soldiers , sailors monument. monument formally commissioned on november 4, 1872. formally unveiled , dedicated on july 4, 1874, , surrounded stockade fencing , dirt streets @ time. president ulysses s. grant sent regrets being unable attend ceremony. large crowd watched dedication included civil war veterans , group of girls mount joy soldiers orphan home. soldiers , sailors monument officially dedicated @ 1:00 pm while girls orphanage sang father s grave. genius of liberty on top of monument drapped in american flag.

rosina hubley, had led efforts construct soldiers , sailors monument, remarked on july 4, 1874, believed perpetual reminder people of country gather week-to-week barter , chaffer in market place, there higher , better self or produce, bargains or bank notes.


an iron fence , granite wall enclosure added monument in 1877, replacing original picket fence. monument sandblasted , cleaned in both 1905 , 1924. plaque containing gettysburg address , picture of abraham lincoln added on june 8, 1931. new lights placed on monument in 1956, 1972 , again in 2000s.


a proposal floated during 1950s relocate monument alternative site in city park in order ease traffic congestion in downtown lancaster. however, relocation idea abandoned , memorial remained @ original location.


traffic passed around 4 sides of monument until 1970s. new traffic pattern devised penn square , monument in 1972. brick plaza constructed in tandem expansion of nearby fulton bank building, closing off traffic on monument s northeast corner , opening pedestrians. size of monument s base shrunk original 35 feet (11 m) down 17 feet (5.2 m) part of reroute of traffic. iron railing, added in 1877, removed , new granite curbing added protect monument traffic collisions.


on november 12, 1978, woman committed suicide crashing car monument, causing damage sailor statue, represents united states navy. sailor statue s base , legs repaired using cement.


the new $170 million, 200,000 square feet (19,000 m) lancaster county convention center , 300 room marriott hotel opened directly across street monument on april 21, 2009. historic lancaster central market, constructed in 1889, , w. w. griest building stand northwest.
