administrative divisions of ukraine 24 oblasts (regions), each oblast further divided rayons (districts). current administrative divisions remained same local administrations of soviet union. heads of oblast , rayon appointed , dismissed president of ukraine , serve representatives of central government in kyiv. govern on locally elected assemblies. system encourages regional elites compete fiercely control on central government , position of president.
