in november 2007, stivers announced run election congress in ohio s 15th district, seat held retiring republican member deborah pryce. won republican nomination , ran against democratic nominee mary jo kilroy, libertarian mark noble , independent don elijah eckhart. stivers lost 2,311 votes, conceding on december 7, 2008, after long vote recount.
2010

stivers won republican primary 82% of vote. again faced democratic incumbent mary jo kilroy along constitution party nominee david ryon , libertarian nominee william j. kammerer. on november 2, 2010, kilroy conceded stivers.
2012
redistricting after 2010 census made 15th friendlier stivers. during first term, represented compact district covering of union , madison counties, of western half of columubus. new map, however, pushed 15th more rural , exurban territory south , west of capital.
stivers ran again in 2012 against democratic nominee pat lang. endorsed nra, national right life, ohio state medical association , united states chamber of commerce. stivers re-elected 76,397 votes.
2014
stivers ran in 2014 against democratic rival scott wharton. gaining more 66 percent of vote, reelected third term.
2016
stivers ran in 2016 against democrat scott wharton oh-15 seat. winning 66.2% (222,847) of vote wharton s 33.8% (113,960).
tenure
budget
stivers has voted against raising debt limit when there no offset or systemic reform , supports prioritizing spending in event debt limit reached. part of proposal add balanced budget amendment constitution. stivers voted offset costs of disaster relief spending through discretionary budget cuts.
on december 15, 2011, stivers introduced bill alter composition of penny, nickel, dime , quarter steel, copper coat penny, claimed save estimated $433,000,000 on course of ten years. bill referred committee , rejected, stivers has resubmitted twice more, once in april 2013 (again rejected in committee) , again in january 2015 (once more referred committee). in spite of mint releasing technical report in december 2014 alternative metals study in reported steel unacceptable material coins (due difficulty in minting, lack of security, , severe impact on both public , coin vending industry), stivers kept wording of bill identical previous 2 versions.

stivers supports energy options, including green, nuclear, , clean coal , supports tax benefits renewable energy usage. stivers opposes federal regulations on efficiency standards
gun control
stivers strong supporter of gun rights , opposes limits second amendment rights. supports loosening regulations interstate gun purchases , supports veterans registering unlicensed firearms acquired outside united states.
healthcare
stivers opponent of government-run healthcare , has voted on numerous occasions against such. supports privatized healthcare options opposes use of federal funds healthcare program expansions or acts.
national security
stivers opposed president donald trump s 2017 executive order impose temporary ban on entry u.s. citizens of 7 muslim-majority countries. stated “while agree president must improve our visa vetting process in order better protect americans, believe executive order risks violating our nation’s values , fails differentiate mainstream islamic partners radical islamic terrorists — setting our fight against radical islam. urge administration replace temporary order permanent improvements in visa vetting process.”
social security
stivers opposes privatization of social security. in addition, opposes raising retirement age current state.
taxes
stivers took taxpayer protection pledge, insuring not support tax raises. supports flat federal tax rate across board income brackets.

on november 21, 2013, stivers introduced bill amend federal home loan bank act authorize privately insured credit unions become members of federal home loan bank (h.r. 3584; 113th congress). bill amend federal home loan bank act treat privately insured credit unions insured depository institutions purposes of determining eligibility membership in federal home loan bank. bill scheduled voted on under suspension of rules on may 6, 2014.
