ward boundaries used in 1969 election


with election, there 3 important changes in how toronto governed. board of control abolished, replaced executive committee of city council. political parties introduced municipal politics, both liberals , new democrats running slates. progressive conservatives chose not run organized slate, despite supporters having majority of seats on council prior election. locally based civic action party (civac) organized election. founded ryerson professor david crombie, loose coalition of moderate reform minded candidates. trotskyist league socialist action ran candidates party. thirdly, ward map redrawn 2 new wards , replacement of strip wards had extended northern limits of city lake block wards bloor street border. under previous boundaries wealthier neighbourhoods tended north of bloor in same wards poorer neighbourhoods south of bloor resulted in alderman being elected richer neighbourhoods higher turnout. result of new boundaries, more affluent neighbourhoods north of bloor separated poorer neighbourhoods south of bloor , that, result, new wards south of bloor more elect alderman represented interests of poorer working class residents. change occurred result of demands social activists went ontario municipal board demanding block ward system. result, 1969 election saw several reform aldermen being elected, including john sewell , karl jaffary in new ward 7 had been carved out of old ward 2. mayor dennison commented never have been elected in ward 2 .


in toronto election, 22 aldermen elected 11 wards, 2 highest vote-getters in each ward being elected. top vote-getter in each ward won seat on metro council. election disaster liberals: clarkson finished distant third, , 2 members elected city council. successful of parties civac, won 5 seats. 3 new democrats elected, , rest of winning candidates had run independents.


the striking change defeat of 6 incumbent, tory, pro-development councillors reform candidates. michael grayson, oscar sigsworth, harold menzies, helen johnston, ken dear, , alice summerville defeated. 4 other aldermen had retired prior election, , new council contained ten new members. new arrivals included david crombie, john sewell, , art eggleton.


a loose coalition formed controlled 11 of 22 council seats, there sharp divisions between left members such sewell , jaffary , more right-wing members such hope , o donahue. coalition broke down. o donohue, rotenberg, eggleton sided more old guard pro-development faction leaving 7 members consistently opposed urban renewal plans.


the top 2 each ward elected toronto city council. top candidate each ward won seat on metro toronto council.
