in eleven years in parliament in seat of northern downs, bell gained number of ministerial roles. in 1864 appointed treasurer (in first queensland ministry under robert herbert) position held until 1866. in 1886 there financial crisis owing failure of 2 banks, bell treasurer stated intended issue inconvertible government notes . governor, sir george bowen, considered infringement of prerogatives of crown , premier arthur macalister resigned on 20 july 1866. bell later assumed role of treasurer in subsequent government in 1871 , remained in office further 3 years. bell held number of other ministerial positions, notably minister lands in 1866 , acting minister works in 1867.
