the governance of hcch
members

as of november 2017, membership of hcch comprises 82 member states. in addition, since 2007, membership comprises 1 regional economic integration organisation (reio): european union..


the member states contribute expenses of hcch through assessed contributions, due annually. eu contributes on basis of contributions agreed. regulations on financial matters , budgetary practices of hague conference on private international law provide the details in regard.


connected states

membership in hcch not precondition signing, ratifying or acceding 1 or more hague conventions, , total of 68 non member states parties 1 or more convention. hcch identifies them connected states .


governing bodies

the hcch acts through number of governing bodies, established under statute.


the council on general affairs , policy composed of members. in charge of operation of hcch , meetings held annually. through hcch s secretariat, permanent bureau, council on general affairs , policy ensures such operation, including establishing hcch s work programme.


the council of diplomatic representatives, composed of member states, supreme financial , budgetary authority of conference , exercises oversight of financial administration of conference.


other bodies include netherlands standing government committee (instituted decree on 20 february 1897 view promoting codification of private international law), special commissions, , diplomatic sessions.

the secretariat of hcch, permanent bureau, established statute of hcch. under direction of hcch s highest governing body, council on general affairs , policy, permanent bureau charged preparation , organisation of sessions of hague conference , meetings of council , of special commissions; the work of secretariat of sessions , meetings; tasks included in activity of secretariat.
