urban protest movement

by late 1970s, when population had reached 4,000, significant number of youth had dropped out of school , organized gangs. in response, ohalim, urban protest movement promoted positive activity among disadvantaged immigrant populations in jerusalem, established community council in shmuel hanavi, along similar councils in nachlaot, baka, , kiryat yovel, between 1977 , 1981. shmuel hanavi branch called ohel shmuel. organized neighborhood clean-up campaigns, helped rid 1 of buildings of prostitutes, organized cultural activities , holiday celebrations, initiated activities elderly, helped involve marginal youth in productive activity setting lighting fixture factory them, , organized learning centers children , youth .


project renewal upgrade

in 1968, year after six-day war , reunification of jerusalem, community center opened in neighborhood. shmuel hanavi underwent significant upgrade under project renewal, national urban renewal program upgraded housing, infrastructure , utilities in 84 israeli neighborhoods between 1977 , 1984. new facade added each building in complex, , apartments enlarged , combined create larger living quarters. jewish agency israel, project renewal co-partner, paired cities in united states israeli neighborhoods slated rehabilitation; washington, d.c. twinned shmuel hanavi.
