charlton immediate success andrew fisher , promoted temporary chairmanship of committees in house in 1913, charlton threatened resign in 1915 on dispute in government delays in granting committee increased powers. fisher mollified him , in 1916 charlton proved loyalty new labor leader billy hughes voting hughes conscription referendum bill, though vehemently opposed conscription , fought hard against it. however, charlton seemed accept affirmative result of referendum , again proved loyalty hughes defending him when became target of caucus criticism. charlton attempted deflect attacks made on hughes party conference, hughes left party before decision made.


the new labor leader frank tudor weak leader in health , political prowess. successor-designate chosen caucus not charlton. t. j. ryan chosen on him, died in 1921 , charlton filled deputy leadership position. during election year, 1922, tudor died also, , charlton became leader of opposition going 1922 election. charlton defeated albert gardiner leadership 22 votes 2.
