rules
the system ensures representative of teams performance despite playing differing numbers of matches per annum, , differing strength of opposition teams have face. factors taken account follows:

for each match played points exchanges awarded following 5 outcomes , developed using results of international matches 1871 present day:
a win or loss more 15 points
a win or loss 15 points

different matches have different importance teams, , world rugby has tried respect using weighting system, significant matches in world cup finals. points exchanges doubled during world cup finals recognise unique importance of event. other full international matches treated same, fair possible countries playing different mix of friendly , competitive matches. matches not have full international status not count.
opposition strength
a win against highly ranked opponent considerably greater achievement win against low-rated opponent, strength of opposing team factor. match results more important margins of victory in producing accurate rankings. because when highly ranked team plays lowly ranked team , manages beat them on 50 points, not indicate how either team perform in future.
home advantage
when calculating points exchanges, home side handicapped treating them though 3 rating points better current rating. results in home side gaining fewer points winning , losing more points losing. because of this, advantage side may have playing in front of home crowd cancelled out.
new , dormant nations
all new member nations start 30.00 points, provisional until have completed ten test matches. when countries merge, new country inherits higher rating of 2 countries when split e.g., 2010 breakup of arabian gulf rugby union team separate teams representing current member countries, new countries inherit rating @ fixed level below rating of original country.
before 1 december 2012 new member nations given 40.00 points.
countries have not played test 2 years removed ranking system , list. if become active again, resume previous rating.
